[VIC]: Problems on the Epping line.

This morning at about 0600, all of the track circuits failed between
Lalor an Keon Park, redering the up Home signals at Lalor, the Down Home
signals at Keon Park, and all up Autos in between innefective.
Each train was delayed between 10 and 15 mins, until the 0808. There
were a few irate passengrs who became even more agitated when I wouldnt
let them try to board the trains which tripped on signal T580 (up
automatic on the up end of the platform).

The Boom Gates at Heyington Drv, Settlement Rd and Lalor (don't know ths
Street name but itis the one next to Safeway) were all stuck down and
some idiotic drivers caused some *very* near misses. There was one
driver that was just contantly blowing his horn, and stil people were
crossing in front of him.

Things were not back to *normal* , until about 1040!
