The point is that new staff who are not quite fully-capable to do the job
*(male and* female) are being appointed 'under the table' simply to fill
numbers and give management a handle to introduce new working conditions
which all the new staff would immediately agree to because they only see the
'carrot' (the extra money) and not the 'stick' (the long-term effects of
longer hours, more mileage, more erratic shifts, etc.).
