To get another angle of how it works up here, look at the train radio.
Its taken 7 or so years and we still can't use it properly.
Also the amout of years it takes to test is another cause of slow ups.
One pice on enginering and don't ask me what it was for the life of me I
can't remember, took 10 years to test. There is the steps at Macuarie
Fields station which was built in 1979, I think, they were testing the
paint or something. The last time I checked the plate was still there.

As David has said 2003 is the the year or there abouts for the start of
DOO. Thats if they are on time. (I remember back in 1996 they said "By
1997 the guards will not make announcements all will be done automaticly
via DVA. Well its 1999 now almost 2000 guards are still talking on PAs.) 

Going back to train radio it too was supposed to be up and running 3 or
4 years ago. You should see some of the bullshit thats come out of that.
A friend of mine was on the "Focus Group", he even might of been the
manager, He told me of one set back, they were arguing where the Circut
Breaker was going to be located, another should they have portables for
guards and shunters.

We can't even keep the basics working, the Tangara has a door open
light, a lot of these aren't working and its only a light.
Train guards on Tangaras MUST ride in the rear half of the train. SRA
has given us the bullshit excuse that passengers can't contact us if we
are both on the one half. The real reason is that the 2 halves have been
known to come apart and the breaks NOT apply. Anyone that disputes this
can check with some guards at Campbelltown who have had it happen to
them. 
So even if DOO magicly appears in 2003 you are still going to have
someone in the 2nd half. You could also use their bullshit excuse that
no one can contact the driver. (Tangaras have help points in each
vestibule.)

If you use that excuse to all trains your up with a winner also S K C R
L have no P.E points. If they put them in you will have to have someone
resetting them because all the idiots will keep pressing them. The older
trains have no Train Management System so they will have to be reset at
individual points similar to V sets. (If guards on tangaras had a 2
dollars for every false alarm they would double their pay.) You could
say put cameras on them but you will need someone to monitor them.

Ok, so by a miracle they have got DOO up and running in 2003, which is
highly doubtful because there are bound to be more reasons than the ones
I have listed, then the education of the public will have to commence. I
don't know about Victoria but we have some really stupid passengers up
here, in fact we had a thread about it once.
Also during peak the trains are almost all 8 cars. Correct me if I am
wrong but even Melbourne have another person on the train during peak. 

If you listen to the union, they reckon the guard will take on the role
of train guard security guard, ticket snapper, ticket seller and
infomation guide, as well as being able to preform some safeworking, ie
move the train and place detonators etc. They will be renamed "train
manager" or some bullshit thing and get a hugh pay rise. The source of
this info is the union rep in Sydney.
Call them what ever you want but they are still effectivly a train
guard. 

In short the bungling that occurs up here is the reason why there will
be guards in 10 years time although their roles might change slightly.
