Do you have some substantive reason that this couldn't be done if
there was the polictical will to carry it through?

Aren't they all supposed to get security cameras?  Its clearly not an
impossible logistics issue to put cameras on all stations if there is
a strong enough need!

That's not a problem.  I can think of half a dozen off the shelf
technologies in the RF transmission field that that would address that
issue.
