Privatisation fines (was: Re: Privatisation (was:Re: Late running trains go Express (Hillside)))

Does any one know why the Hurstbridge line fines are the highest?
This is a bad line for time keeping (I travel on it everyday), with all
the single sections of line.

During the day (in the 20 min frequency period) trains are scheduled to
run in both directions at the same time on the single track section b/w
Rosanna & Heidelberg!  This has been the case for years, and now Hillside
will be fined for late funning trains caused by it!
