What are the fines for other time/directions.

Is this fine a once off for a train, or per station or something else.

Like a train that leaves say Box Hill 2" late, Camberwell 1" late and
Richmond and Flinders Street on time, what is the fine for this train?
(Am peak from Lilydale, on time at stations before Box Hill)
(a) $130 for being 2" late (ie the greatest time running late on a given
trip)
(b) $65 for being a average of 1" late
(c) nothing, because it arrived at its destination on time.
(d) something else stupid, that I don't know about.
