ARTC issued a notice a few weeks ago advising that light 'C' can now
apply to BG moves to totty yard OR SG moves to Totty Loop track 2. A
"S & V" indicator is now provided at the top of the signal post. 
Also, it is now possible for Yellow indication on light 'B' for an SG
move to totty Loop track 1 but with the Totty departure at stop.
