Yes, that's one reason, but the others are:

 - makes the air conditioning more efficient.

 - reduces the UV component of sunlight which makes the light from the
   outside slightly better on the eyes.

 - provides better passenger safety from objects thrown at the trains.

The multi-glazed windows provide excellent soundproofing for external
sounds, but the major interior noise problems in Tangara's result from the
static inverters above our cabs, and also from airconditioning units which
are faulty.
