It does happen in Melbourne.  For example, the up platform at
Footscray on the Newport line has four cameras.  The four monitors are
in large box about 10 foot off the ground, the screens being protected
by a roller shutter that only raises as a train comes into the
platform, and closes as soon as the train departs.  As the roller
shutter rises the monitors flicker into life, so they don't run all
the time either, which I imagine would make for a longer life.
