I read some time ago when GE overtook EMD, that GE were
far more flexible with regards to modifying and
customising loco's for their customers.
  
EMD had a few options available, but were very
reluctant to move away from a standard build.  That may
have changed now, in an effort to recoup lost sales.

One other factor which had a very negative effect on
EMD sales was the fact that General Motors put the
division up for sale.  
They eventually changed their minds and sales have
steadily improved from an all time low.
