I am sorry David, but you are wrong!
A few Victorians and Visitors used the Western Line beyond Ballarat.
The cost of swinging the SG through 2 road or 4 road at Ararat and fitting
crossovers and signalling on these two lines to allow BG access to Ararat
Platform, was balanced against the installation of a new platform.  The
absolute lack of potential Fares from these few passengers destroyed any
chance of the BG terminating at Ararat.
