It is likely you would need two sets in each loco to carry the load
unless you changed things about so that both units were on line
together. This would leave no redundancy and probably cause a total
power loss if one unit died. IIRC the CLPs have two sets per loco, but
their train line arrangements are different (S1) & (S2) splitting the
load down each side of the train.

BTW, It's not just axle load that permits higher speed. It is also
unsprung mass. XPT has fully suspended traction motors. How are the EL's
traction motors suspended.
