Thanks for the updated info.
Whilst excise is currently paid under the new fuel excise regime it wont be,ie 
fuel for rail will be exempt.
Im also a bit amazed that an XP power car costs $4m given that its  basically 
nothing more than a 2000 HP diesel loco.
You can buy a brand new NR for only $3.5m .
What is it in the XP power car thats so expensive?
On the track access charging regime , I suspect that your estimates are 
correct , which brings up the interesting issue of what charge would be levied 
against a 3000 tonne freight , if we charge a 450 tonne pass train $7000 + .
If the charging regime is linear based on GTK then you would be looking at 
around $50000K for a freight.
Clearly this simply cant work ,so either the freights are being undercharged or
the pass is being grossly overcharged.
