One of the principal arguments for the large signalling complexes (like
Metrol, and like Sydney and Strathfield) is that they should
dramatically improve communications amongst signallers and between
signallers, train controllers and station staff.

However this seems to be yet another great example of theory not working
out in practice.

It may be significant that some of the American railroads that went in
for large centralised dispatching centres are now seeing the merits of
dispersing them again.
