Brave New World



Sleezing around the Website of the Victorian Regulator General this arvo, it
contains a few detail of the brave new world.

Apparently, all Tack & Signals in Victoria are owned by the Crown, thru
VicTrack.

VicTrack then leases everything onwards: Interstate corridors to ARTC, &
everything else to the Director of Public Transport (again part of the
Govt.)

The Director then leases country tracks to FV, and metro tracks to
Hillside/Bayside.

VicTrack also leases the Dynon terminals dirct to FV & NRC (& GN?)

Access is provided by:
Bayside to:
    VLP
    Hillside
    WCR
    Hoys
    ARTC
    FV
    GNRS
    Silverton.
Hillside to:
    Bayside.
FV to:
    VLP
    WCR
    Hoys
    GNRS
    Silverton.

Interesting to note that Silverton has Access Agreements with Bayside & FV.
Waiting for an opportunity perhaps?

Another interesting quote is from one of the Acts:

(b)  to ensure that users which require access to declared
        rail transport services to provide passenger services have
        priority over users which require such access to provide
        services other than passenger services ("non-passenger
        services").

Wonder how much weight it holds?

I was looking for a site for either the Director of Public Transport, or the
Transport Reform Unit, but couldn't find anything. :o(
