I wouldn't expect you to say otherwise.

Any budget numbers can be shown.... there is no mechanism to track
them or call anyone to account for them other than the gross numbers
need to be seen to be reasonable to afford any environmental impact
remediation likely to be required.

Only total expenditures are shown, with little, or often no, break
down of the source components, such as who will really foot the bill
for particular expenditure.
