Now that's a good question:  infrastructure was originally not part of
the privatisation deal, but the VLF tenderers basically said they
didn't trust the government to do the necessary track upgrades if and
when required, so the tender was re-jigged to add infrastructure to
VLF: IIRC the press release talked about track and signals, so maybe
VicTrack (or what's left of it) will retain the stations.

In any case, having tenants in the stations minimises vandalism and
decay of these valuable items of our railway heritage.
