He did challenge the road, but was told to keep coming by the signaller
(who should have known the interlocking implicitly).

The previous Richmond train was routed into platform 7 at Blacktown - He
challenged the road twice and was also told to keep coming.  The old
point of no return for Richmond was removed recently, but who was told
about it?
