I have always been led to believe the train is owned by the SRA of NSW, but
the subsidy to operate the train is split between the governments of Vic and
NSW. From memory, the split is 2/3 NSW and 1/3 Vic. If this is the case, the
Vic government should be allowed to determine how their subsidy is spent and
where the train stops in Vic.
