Problem with this is you have one short low floor section with step ups to
the two original halves. This probably, whilst adding some access to some
people, actually discourages and makes inconvenient access for others. Can
you imagine getting on a crowded East Burwood tram in the city and walking
to one of the other sections to a less crowded spot to stand or a seat? It
would be a pain in the proverbial. Whilst adding a low floor half presents
some inconvenience, it would only be one set of stairs, not two.
