The relevant legalities regarding ticket validation may be found at
www.dms.dpc.vic.gov.au by clicking on the book marked 'T', scrolling down to
Transport Act 1983, waiting a long time for it to fully download and
searching for the word ticket. Section 56 mentions that regulations may be
made in regard to the issue and Section 221 goes into the penalties for fare
evasion or failing to produce a valid ticket on demand.
You may also care to note Section 225 where it describes the penalties for
assaults, resists, obstructs, hinders or delays or incites or encourages any
other person to assault, resist, obstruct, hinder or delay

(a) any officer or agent of a corporation or of the Department in the
execution of his duty under this or any other Act or regulations made under
this Act; or

(b) any person lawfully assisting any such officer or agent in the execution
of his duty under this or any other Act or regulations made under this Act

The penalty is $2500 or 6 months imprisonment.
