Monash University chose the site on Wellington Road nearly 40 years ago on
the promise of a railway. Various proposals for heavy rail along
Wellington Road to the then VFL Park were raised and rejected. The last
was an early 1980s election promise from the then Labour opposition for a
railway from Hughesdale to Ferntree Gully via VFL Park and Rowville.

Let's go really overboard and think about entirely new railways.

Glen Waverley to Rowville, followed by Rowville to FT Gully?

Following the Transperth example, maybe a new railway running
Greensborough - Ringwood - Scorsby - Dandenong - Frankston along the
centre of the Eastern Ring Road if/when it's built? 

And a few extended tram lines:
Route 48 from North Balwyn to Westfield Doncaster
Route 86 tram from Blackburn Road to Knox City
Route 109 from Mont Albert to Box Hill
Then rebuild the old 1889 tram route connecting the 48 and the 109.
