I'm presuming this is a Victorian location. Why is there appear to be a
difference in the signalling according to the weather?What happens in non
clear weather? How is clear weather (especially in Victoria) defined? Not
raining? Not snowing? Sunny?

The safeworking there would be redefined every 15 miutes, wouldn't it?
