Logic would dictate that Newcastle and Wollongong should be included
in the Cityrail network, but by the same token places like
Geelong,Ballarat  Bendigo ,Benalla and Warragul should then also be
included in Melbournes suburban rail network , which they arnt .

If places like Dungog are included then its seems silly to exclude
places like Bathurst and Orange.

It all seems rather arbitrary ,which was the reason for the original
question.
