Standard kit for V/Line Pass and Freight Australia, also any engine licensed
to lead in Victoria.
Restrictions are placed on where they can be used.
In a derailment situation where overhead power is in place you would want to
be bloody sure that you had not dragged the overhead down, before shorting
out the rails
