Average speed of 160kph would require 200kph running.

Unfortunately a long stretch of track around Adelaide Hill area limited
trains to around 40-50kph. Same goes to Newport-Spencer Street.

yes. The on board facilities, and the frequency, puntunation. (Still
overdue frequently)

Current route via Geelong is a good route as well, since Geelong has
bigger population and close by major attraction(great ocean road).
Geelong/Cressey route is just as good as Ballarat route.
