ISP's can't legally give out any information on any of their clients 
without a special request from a law enforcement department, under the 
privacy act.

If the ISP does give out the information, they can be prosecuted for 
supplying information protected by the privacy act. Or something to this 
effect...

I can however understand the frustration of having weeds on the net ruining 
it for other people. The best way to fix it up, is to contact the ISP in 
question and supply logs and emails (with headers) as proof of what this 
person has done wrong. Some ISP's don't give a stuff though unfortunately, 
in which case, it will only tarnish their own name given time (and let them 
know this fact - they might act quicker then).
