After looking at my map of SE Australia, and pulling out the compass, so
there is going to be some error in these, this is roughly how I would cover
the Cityrail network, should it apply to Melbourne/Victoria:

1) Sydney - Scone: Melbourne - Wodonga
2) Sydney - Lithgow: Melbourne - Colac
3) Sydney - Goulburn: Melbourne - Sale
4) Sydney - Richmond: Melbourne - Geelong
5) Maitland - Dungog: How about Pakenham to Phillip Island? Or anywhere else
where about 50 or 60 km worth of line could come in handy.

These are only rough distances, knowing I've missed some lines, and now I
stand back to watch the cauldron
boil.
