The City Railway has always been signalled for close headways, so its
hard to see what you point is?

Given that it is primarily the diversion of the inner end of an
existing route, new rolling stock its not essential per se.

The simple fact is that no matter what was done at the airport end or
on the trains, the trains were always going to end up in the City at
stations that are not designed to cope with  moving a lot of luggage
around.  It is simply pointless to expect to attract any significant
number of airline passengers *with a lot of luggage* to the rail link.
