Thank you Stuart and James, so it was a D3.  You're right, I now recall
it did still have the lower part and wheels of its tender;  no
headboard, though, which is surprising given its owners :)

Oh, the memory juices are now flowing.  That same year (1994) I was in
Melbourne and in July I did a tour billed as "Triple Rs to Bendigo".
What a day that was.  Doubleheaded to Woodend, IIRC, then a third loco
joined us.  My group of 5 friends travelled in a wooden compartment
carriage;  I've followed discussions in this forum about the merits of
various rollingstock, and wonder, what would the classification of
those carriages have been?

Also, who ran that tour?  And, is it the case that the preserved loco
outside Bendigo station has since been removed for return to operation?
