The sequence is Red, Flashing Yellow, Yellow, Double Yellow,
Green.

Flashing Yellow means the next signal is at Red, you have no
overlap, and the rules state you'd better be doing 40.

That's why they're popping up around the place. It's an easy
risk reduction ploy.
