A suggestion for QR:

Photographers should purchase a Platform ticket, clearly stating terms and
conditions for being on the QR platform, and safety rules. If necessary QR
may ask what the person is photographing so they are aware of how long the
person is on the platform. If a person wants to publish the photo (assuming
QR has a problem with unofficial shots) they should state the publication
and purpose.

Some arrangement like this ensures safety, avoids problems with staff and
prevents vandalism. Reckon it could work?
