Not exactly.  He must pass two signals showing proceed before resuming normal
speed.  The new 2000 safeworking states that if the next signal in advance is a
controlled signal, then normal speed may be resumed then.  If the next signal is
automatic, then two signals must be passed before resuming normal speed.
