Train orders can be flexible enough to allow crosses anywhere en route if it
is necessary to cross another service, if there is no conflicting traffic
one order could be issued Canberra - Joppa(Goulburn), if you needed to cross
the up Xploder say with a down oil train at Tarago the Xploder would be
given an order Canberra -Tarago, the oil train an order from Joppa
(Goulburn) to Tarago to wait for the Xploder.  On both trains arriving at
Tarago each train could then be given a further order.
That shouldn't be too complex even for the SRA!  The Canberra Branch isn't
the busiest line in the country these days.
