Yes,but thats simply because of the existing timetable for the two
freights.
It would be a trivial exercise to re schedule the freights so that the
crosses with the explorers occurr at Queanbeyan and on the double
track beyond Joppa Jnct.
This way there would be no regular crosses at Tarago and Bungendore
and just about all trains could run on the thru staffs and therefore
run express.
If trains run late or non regular trains need to run ,you simply
switch back into local staff mode .
