That would be in violation of safeworking regulations.

If a train did not stop at Tarago or Bungendore, they would be unable
to get the staff for the next section.

While you are right about the passenger loading aspect, those stops are
unavoidable at present, so they may as well stop for both safeworking
and loading reasons, just in case somebody wants to travel to/from
there.
