All you are doing is paying the money in order to avoid a court prosecution.
You are perfectly at liberty to take the matter to court and have the court
deal with it. As a matter of law, only a court can impose a fine,
infringement notices are basically an "Intention to prosecute", and payment
of the "fine" is an admission of the offence without it proceeding to court.
