She wasn't "fined" she had to pay a "penalty fare" - the difference is that
a "penalty fare" is set at something that is ridiculously high - as an
example, $100 from Sydney to Newcastle. If you do not have a ticket, then
you just have to pay the fare ($100). You can buy cheaper tickets at ticket
offices, and on train staff have some discretion WRT selling the cheaper
tickets. But it is not a fine as such (neither are the fines in Sydney).
