You're confusing cause and effect. Three-axle bogies exist only for
greater comfort for the passenger, and to reduce the axle-load, thus
making them easier on lighter rail.

It beggars belief that any bogie could be designed so as to allow wheels
to leave and rejoin the track. It might be a useful benefit on crappy
rail, but never a design philosophy!
