Yet another worthwhile question.
AFAIK:
Queensland: many (mainly in the far west).  One was west from Winton;
another was west from Cunnamulla.
NSW: covered by Garry.
Vic: Robinvale - Koorakee; Nowingi towards Milewa South.  The Edenhope line
was authorised, but construction never commenced.
Tas: no knowledge
SA: no knowledge
WA: no knowledge
NT: Larrimah - Birdum - towards Alice Springs

In New South Wales I can think of the following railways:

Casino -  Tabulam: 
Formation substantially completed but no track laid.  The remains are
readily observable from many locations along the Bruxner Highway.

Guyra - Dorrigo:
Formation visible for a few kilometres to the north east of Guyra.  How far
did the earthworks go before construction stopped?

Gulgong - Maryvale:
Formation constructed, a tunnel bored and some bridges started.

Maldon - Dumbarton:
Formation substantially completed from proposed Avon Tunnel to Southern
freeway.  Some bridgework started on Nepean river bridge.

Bradfield's Eastern Suburbs railway:
Tunnels constructed from SE corner of Hyde Park through St. James to near
Macquarie Place.

Are there any others?  Any similar "railways" in other states?
