Its like this: Vic Track owns the lay out,which includes signals,track and
most other infrastructure.Vic track is a department of the Victorian
Government.(via a probable tangled web)
Vic track allows access to service providers as long as they pay there money
and are accredited to run trains.
And so on and so forth.
On the other question,Labor has historically supported rail and in their
last term of office even reinstated passenger trains to Leongatha,which
where promptly scrubbed by the next incoming Jeff have some sand in your
face coalition.
So I would suggest that all things being equal and I know there not,that the
new Brack's government will be open to suggestions by service providers to
spend(tax payers) money on tracks etc to reinstate passenger rail services
to Mildura,Bairnsdale,and a long shot Ararat-Ballarat.
So lets be quite clear,we the people still own the tracks, so if we want
passenger trains its us that have to find the money via fully costed budgets
to upgrade some pretty poorly run down infrastructure.And I don't mean a
quick coat of paint on the walls of the station.
Interesting times we live in.
