This is what I think:

1. Mildura line and branches
2. Dunolly - Inglewood and then Kulwin / Robinvale lines. Close Inglewood - Bendigo.
3. Standardise Maryborough - Ballarat - Geelong.
4. Standardise Piangil - Bendigo - Castlemaine - Maryborough
                        or
Leave Swan Hill line as broad gauge or close it and then close Castlemaine - Maryborough
5. Close Bendigo - Echuca or leave as BG.
6. Standardise NE and branches beyond Seymour.
7. Standardise Shepparton and branches.
8. Standardise Toolamba - Echuca then Moulamein and Deniliquin
9. Leave Swan Hill as broad gauge.
10 Leave the following lines as BG:
    - Suburban network
    - Melb - Sale/Bairnsdale
    - Melb - Warrnambool
    - Melb - Ballarat
    - Melb - Bendigo
    - Melb - Seymour
    - Melb - Stony Point.

I might have left some little things out accidentally but this general plan would allow almost all freight
to be standardised while leaving a limited Broad gauge country passenger and suburban network. Any freight
to Melbourne would travel via the main western line (the new SG one, ie: Melb - Geelong - Ararat) or the
main north eastern line.
