Really good question.

I'd say:

1)  Oaklands to Benalla - no impact on any other routes.
2)  Albury to Seymour - convert BG to create long loops (or alternate
double/single track sections)
3)  One BG track Seymour to Broady  (Goulburn Valley can use BG track)
4)  Tocumwal to Mangalore, (& maybe Dookie)
5)  Echuca to Toolamba  (Deniliquin / Moulamein run via Bendigo)
6)  Deniliquin and Moulamein

(So far, as much of this trackin in NSW as Vic)

Then it gets harder in the West.
