There may be capacity in the off peak, but there not much spare across
the bridge in the peaks.

I suspect that some of the Western Line services which terminate at
North Sydney and run through the City and across the bridge may be
rerouted via Epping/Chatswood to run in from the North.  North Sydney
generates a lot of traffic, so there may be strong case for running
services to there which do not go via the city.

North Sydney is now arranged so trains from the North could easily be
terminated on Platform 2 (or indeed platform 1 in an emergency), but
that facility is not normally used the moment.
