But if one's at Ballarat then you still only have three to run the three loco roster - no
room for failures. You need four if you are going to ensure no cancellations (or horrors
of horrors - buses) and still have one at Ballarat for exams. $1M still better spent on
your everyday core fleet and not on the ..........
