If one looks at the scale of the problem of trying to harmonize the signalling 
regimes in at least the National SG Network,in all probability the result will 
be based on what costs the least to implement.
In WA,SA and VIC on single lines with CTC we have fairly similar signalling 
infrastructure , ie 3 pos color light signals capable of physically displaying 
what one might loosely call normal speeds & medium speeds,with in some states 
low speeds.
There will naturally be arguments about what normal & medium speeds actually 
mean but this is a rule issue and not a what can we expect to actually see 
displayed from the signal issue.
The NE SG is a bit of a mess,in that the arrivals are ambiguous ,and in NSW the
CTC regime is totally differant to everyone else.
It would seem logical to then try to come up with a single set of rules at 
least for the WA,SA and western VIC SG which are already pretty close ,
maybe some bastardised rules to make the NE SG fit ,or more logically
replace the lower fixed red lights on the NE arrival homes to display the same 
aspects as the western SG.
What one does about the NSW regime I havnt a clue .
