Victorian Interstate Corridors



FYI, SW 1070/99 states:

"TRANSFER OF CONTROL OF THE INTERSTATE CORRIDORS TO THE AUSTRALIAN RAIL
TRACK CORPORATION

Commencing from 0001 hours on Saturday 1.5.99, the Australian Rail Track
Corporation will assume Safeworking responsibility for the control of the
Melbourne - Albury and Melbourne - Wolseley Interstate Corridors.

As from the date the following arrangements will come into place.

EMERGENCY RESPONSE TO ACCIDENTS & IRREGULARITIES

The Australian Rail Track Corporation will be responsible for arranging
emergency response to any accidents or irregularities which occur on the two
Interstate Corridors.

Where there is an interface with the Metropolitan or Regional Broad Gauge
network, the Manager Rail Safety must be additionally advised in order that
suitable arrangements can be made to provide emergency response.

ISSUE OF 'SW', 'SWO' and 'TS' CIRCULARS

The Manager Rail Safety will continue to be responsible for the issue of all
'SW', 'SWO' and 'TS' Circulars for the Intrastate Network.

Details which would normally be issued via 'SWO', 'SW' and 'Wolo' Notices
for the Interstate Corridor will be promugulated via the A.R.T.C. Market fax
system for the Interstate Corridors Only, and will not be issued by the
Manager Rail Safety.

In the interim, the Manager Rail Safety will provide A.R.T.C. with 'TS'
Circulars, notifying of any Temporary Speed Restriction on the Interstate
Corridors and will maintain the speed restrictions in the Weekly Operational
Notice.

SECTION AUTHORITY SYSTEM

The TRAIN TRANSIT MANAGER - A.R.T.C. will hold Superintendent's Security
Codes for the Section Authority System between Newport and Pyrenees Loop.
When a Superintendents Security Code is required for the corridor, the Train
Transit Manager - Adelaide must be contacted.

The MANAGER RAIL SAFETY - VICTRACK will hold Superintendent's Security Codes
for the Section Authority System between Maroona - Portland and Gheringhap -
Ballarat - Maryborough - Mildura - Yelta.  When a Superintendent's Security
Code is required for the corridor, the Manager Rail Safety or Assistant
Manager Rail Safety must be contacted.

The responsibility for Data Blanking procedures and authority for
institution of Full Manual Working will remain with the Manager Rail Safety.

NORTH GEELONG 'C' - GHERINGHAP SECTION AUTHORITY SECTION

Where a safeworking irregularity, train mishap or Superintendent's Security
Code issue arises within the North Geelong 'C' - Gheringhap Section
Authority section, the Train Transit Manager - Adelaide must confer with the
Manager Rail Safety to ascertain the appropriate action which should be
taken.

V5PSW SAFEWORKING KEYS

The Manager Rail Safety will continue to be responsible for the issue of
V5PSW Safeworking Keys.  Accredited operators are to apply to the Manager
Rail Safety for authority to purchase V5PSW Keys.

MASTER KEYS - ANNETT KEYS - ELECTRIC STAFFS - TRAIN STAFFS

The Manager Rail Safety will continue to be responsible for the issue /
cancellation of Master Keys and Annett Keys when required.  Additionally
responsibility for the cancellation of Electric or Train Staffs or
authorisation for the re-phasing of the Staff Instruments will remain with
the Manager Rail Safety.

SAFEWORKING BOOKS AND FORMS

All completed safeworking books and forms must continue to be forwarded to
the Manager Rail Safety where applicable.

The issue of safeworking books and forms will rest with the appropriate
company / corporation."
