You need to provide several options for return trips to Lithgow, with the
connections giving a day trip to Sydney.

What is the purpose of this? Why would anybody want to go to Mudgee for 30
minutes? If you were going to run a Mudgee service, it would have to be a
day return to Lithgow. It's also 2.5 hours each way. You could do 2 return
trips to Bathurst in this time.
Try this for size. I'm assume the stations still served in 1989 can be
either restored, or have the standard CityRail unattended platform built
there. I haven't included Bowenfells (yet). It can be truncated at
Bathurst if necessary.

This allows various choices for day returns to Lithgow or Sydney. It
caters for the local shopping/appointment trips, plus longer trips to
Sydney for appointments, connections to other locations, and weekend trips
to sporting events (including Olympic Park, Parramatta and Penrith).
