Not exactly vandalism as such, it was done with the permission of the SRA.
RTA agreed to restore the formation should the line ever be reopened, and
in the 70s and 80s nobody ever expected this to be even remotely possible.

VicRoads made a similar deal with MRPS over the Moorooduc Rd level
crossing many years ago. The deal they never expected to have to fulfil
cost them nearly $1 million. Since then, VicRoads only makes such deals on
expectation of the actual materials.
