New structure in Canberra

Dear esteemed and honourable railway enthusiasts,

What purpose and function does the new structure next to the old
Arnott's Biscuits shed in Canberra station play? The security fence
alongside looks very purposeful!

There was, for whatever yawning interest it may contain, a diesel of
some sort (blue with 90 something as a number) and a couple of ballast
wagons laying around over the weekend. The siding alongside the new
structure appears to have been cut, or at least, subject to some work.
